ThisInvitationforBidsisnotapartoftheNegotiationDocumentsofGoodsfortheProject.2. TheImplementingAgencynowinvitesparticipationinanegotiatedprocurementprocedurefortheGoodsandrelatedservices.ThePurchasermayconductmultipleroundsofnegotiationswiththeeligibleparticipants,includingthesubmissionofrevisedtechnicalandcommercialproposals,andmayinviteeachparticipanttosubmitaBestandFinalOfferBAFO.3. Interestedeligiblebiddersmayobtainfurtherinformationfrom:ForBidderslocatedinChina:Mr.WX#xa0;Biddersareadvisedthat,inaccordancewiththeapplicableimportandcustomsclearancerequirementsinSouthAfrica,anLOALetterofAuthoritymayberequiredfortheimportationandcustomsclearanceofthecables. TheavailabilityandvalidityoftheapplicableLOA,ortheBidder’sdemonstratedabilitytoobtainandprovidetherequiredLOAinatimelymanner,willbetakenintoconsiderationaspartofthebidevaluationinaccordancewiththeevaluationcriteriasetoutintheNegotiationDocuments. BiddersarethereforestronglyencouragedtocarefullyassesstheirabilitytocomplywiththeapplicableSouthAfricanimportrequirementsbeforeparticipatinginthisprocurementprocedure. OtherqualificationandevaluationrequirementsarespecifiedintheNegotiationDocuments.5. TheNegotiationDocumentswillbepublishedonPOWERCHINAELECTRONICPROCUREMENTPLATFORMhttps:X.cnonX:XBeijingTime.6. BidmustbedeliveredatorbeforeX:XBeijingTimeaccompaniedbyaBidSecurityabankguaranteeorbanktransferasappropriateof CNYX,X.XOnlySayOneHundredAndSeventythousandChineseYuanOnly.LateproposalsandorthebidwithoutProposalSecuritymay,atthePurchaser’sdiscretion,berejectedorsubjecttocureduringnegotiations.ThebidsdeliveredbyEmailmustbeencryptedwithpassword.TheBankSecurityinbanktransfershallbetransferredtobankaccountshowingasbelow:ForSupplierslocatedinChina: Adoptionofonlinebidsecuritycollection:theplatformreceivespaymentsintoaunifiedaccount.Afterthesupplier'sregistrationisapproved,thesystemautomaticallyassignsavirtualaccountforreceivingthesecurity,noneedforthepurchasertosupplyanaccount.Theresponsebondwillarrivebeforetheresponse-documentsubmissiondeadline.Theinitialproposalincludingpricesubmittedbyeachparticipantshallserveonlyasabasisfornegotiationsandshallnotbeconsideredfinal.ThePurchaserreservestherighttoconductmultipleroundsofnegotiationand,atanytimeduringtheprocedure,toinviteeachparticipanttosubmitarevisedproposalandaBestandFinalOfferBAFO.ThefinalcontractpriceandtermsshallbethoseagreedbetweenthePurchaserandtheselectedparticipantasaresultofsuchnegotiations.
