本次咨询服务(以下简称 “本服务”)包括监测项目相关社会管理计划实施进展情况;设计并实施针对项目利益相关群体的社会影响调查;监测项目《移民安置计划》《程序框架行动计划》实施过程中的社会影响,评估征收补偿安置措施的效果和接受度;抽样调查和X析定量及定性数据,评估移民生产生活水平;向项目实施机构提出在监测中发现的问题,提供改进建议;作为有效的沟通渠道,收集利益相关方意见反馈和抱怨申诉情况;根据项目需求,支持项目的中期和终期评估工作;编制并提交符合世界银行要求的监测与评估报告。本咨询服务期从合同签订之日起到X年5月X日,涵盖了X个项目实施期。具体细节请参阅任务大纲(TOR)。

山西省林XX现邀请合格的且有资格的咨询机构(以下简称“咨询方”)递交服务意向。有意向的咨询方需提供材料,证明其具备承接本服务所需的资质条件及相关从业经验。短名单筛选标准X1. 咨询机构必须是注册的社会经济组织)计划和社会风险管理方面的丰富经验;2. 咨询机构近5年应具有3项及以上的国际金融机构(包括世界银行及亚行、亚投行、新开行等国际金融机构)贷款项目的移民监测评估、移民安置计划、程序框架、社会影响评价报告编制或社会监测评估的经验和业绩,拟建团队需拥有4名或以上合格的专业技术人员。咨询机构的专业工作人员应具有移民学、社会学/社会工作、经济学、管理学或相关社会科学领域的学位,具有社会经济调查监测评估的经验,熟悉国家在土地征收、保护区管理、自然资源利用与环境社会安全保障等方面的法律法规及相关政策要求。在短名单筛选阶段,不会对关键专家进行评估。

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: People's Republic of China Name of Project: Sustainable Ecosystem Restoration and Biodiversity Conservation Project Loan No.: X-CN Assignment Title: Social Monitoring Reference No. (as per Procurement Plan): SXPMO-CSX The Chinese Government has received financing from the World Bank toward the cost of the Sustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part of the proceeds for Social Monitoring. The consulting services ("the Services") include monitoring the implementation progress of project-related social management plans; designing and implementing social impact surveys targeting project stakeholders; monitoring social impacts arising during the implementation of the RP and the PFAP, and assessing the effectiveness and acceptability of land acquisition, compensation, and resettlement measures; conducting sample-based quantitative and qualitative surveys and data analysis to assess the livelihoods and living standards of affected persons; reporting issues identified during monitoring to the project implementing agencies and providing recommendations for improvement; serving as an effective communication channel to collect feedback from stakeholders as well as information on grievances and complaints; supporting mid-term and completion evaluations of the project as required; and preparing and submitting monitoring and evaluation reports in compliance with WB requirements. The consulting service period shall commence on the date of contract signing and continue until May X, X, covering the entire project implementation period. For specific details, please refer to the Terms of Reference (TOR). The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Accounting Center of Shanxi Forestry and Grassland Bureau now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. The consulting agency must be a registered socio-economic organization (such as an engineering consultancy, research institute, design institute and/or company, university, or non-governmental organization), with no direct administrative affiliation with the Shanxi Provincial Government or the PMO. The agency shall have extensive experience in resettlement planning and social risk management. 2. Within the past five years, the consulting agency shall have completed at least three assignments financed by international financial institutions (including the WB, ADB, AIIB, NDB, and other international financial institutions) related to resettlement monitoring and evaluation, resettlement plans, process frameworks, social impact assessment reports, or social monitoring and evaluation. The proposed team shall include at least four qualified professional and technical staff. Professional staff shall hold degrees in resettlement studies, sociology/social work, economics, management, or related social science disciplines, have experience in socio-economic surveys and monitoring and evaluation, and be familiar with national laws, regulations, and relevant policies on land acquisition, protected area management, natural resource utilization, and environmental and social safeguards. Key Experts will not be evaluated at the shortlisting stage.
