一、招标条件

X%。该项目已具备招标条件，现对本项目进行公开招标。

二、项目概况与招标范围

2.1X公司远洋运输服务机构库项目

2.2项目编号X

2.3X公司拟采购远洋X公司及其下属机构提供相关远洋海运服务。招标人不在本次入库招标后签订入库的相关合同、不承诺在项目服务合同有效期内授予入围服务商实际项目合同、不承诺年度内授予项目合同总金额。

招标人在几内亚拥有铝土矿开采权，并已稳定开采近X年，目前年产能达XX吨以上，可为入库服务商伙伴提供长期、稳定的货源保障。招标人已建立“矿—路—港—驳”的物流体系，河南国际投资建设的几内亚博凯现代化内河港口一阶段已建成并开始运营，年吞吐能力XX吨；港口二阶段预计于X年建成投产，届时总吞吐能力将达XX吨/年，装船效率高，配套内河驳运与外海浮吊转运，可高效衔接CAPE及以上船舶。随着矿山产能X的海运需求将进一步增长。同时招标人在非洲其他国家也有其他矿产项目在进行中。现诚邀全球远洋海运服务商参与入库投标，基于国企背景与全链条协同优势，共建长期、稳定、规模化的运输合作，共同保障非洲至中国的矿产资源供应链畅通。

2.4X公司及其下属机构提供远洋海运服务，主要内容包括但不限于在河南国际几内亚港口外海锚地及其他非洲可能港口，待过驳服务提供方通过过驳设X等）将铝土矿装入远洋货轮后，将铝土矿等矿产运回中国渤海湾港口、山东省港口、广西防城港等中国大X主要港口的运输服务等合同约定的所有内容。具体服务内容按每个委托项目具体委托事项确定。

2.5服务期限：五年。

2.6质量标准：符合国家及行业相关规范及合格标准，满足招标人及项目所在地相关部门规范要求。

2.7服务地址：Xargin-bottomX;text-autospaceXh-numeric;line-heightX%">2.8标段划X：本项目共划X为1个标段。

2.9选定中标人数量：本项目通过初步评审的有效投标人均选为中标人。

三、投标人资格要求

3.1资质要求：

3.1Enterprise Qualification

3.1.1投标人须具有独立承担民事责任的能力(提供营业执照或注册证书或具有同等法律效力的证明文件等)。

The applicant must have the capacity to be responsible for the civil liability independently(provide thebusiness license orthe certificateof companyregisteror other documents with equivalent legal effect).

3.1.2 Shipping Experience in similiar route

具有西非/巴西——远东航线2年及以上的经营或操作经验。

At least 2 years experience in operating or managing the route of West Africa/Brazil–Far East .

请提供X年度及X年度（每年度至少1份）航线经营或操作的合同扫描件（包括合同首页、体现航线、船型吨级或货运量内容页和签字盖章页。）；或成交邮件截图（至少显示确认时间、投标人信息、船型吨级、航线信息等内容）。时间以合同签订时间或成交邮件确认时间为准；价格等相关敏感信息可以隐藏。

Please provide the partial scanned copies of the relevant charter parties in operating or managing the route of West Africa/Brazil–Far East in X-X(at least one copy each year),including:

·the first page ;

·the pages specifying the voyage details, including the route, vessel type,tonnage or cargo quantities etc.;

·the signed and stamped pages;

Or the screenshots of the e-mail for clean recap,including:

·the confirmed date of clean recap;

·the applicant’s information;

·the screenshots specifying the voyage details, including the route,vessel type, and tonnage etc..

The scanned copies of charter parties or screenshots of the clean recap provided shall be signed or confirmed in X-X, and the sensitive information such as prices can be hidden.

3.2财务要求Xl Requirements:

3.2.1提供加盖公章的承诺函，承诺本企业状况良好未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；或

3.2.1 Please provide the Letter of Commitment stamped with the official seal, which commit that the company is in good condition and is not under an order to suspend business, has not had its bidding qualifications revoked, and its assets have not been taken over, frozen or declared bankrupt;or

3.2.2 如有公司无法提供3.2.1项证明材料，需提供X年度-X年度中任一年度的cape及以上船舶经营或操作的货运量在XX吨以上的证明材料。证明材料为合同扫描件（包括合同首页、体现航线、船型吨级或货运量内容页和签字盖章页。）；或成交邮件截图（至少显示确认时间、投标人信息、船型吨级或货运量等航线信息）。时间以合同签订时间或成交邮件确认时间为准；价格等相关敏感信息可以隐藏。

If any company is unable to supply the supporting documents specified in item 3.2.1,please provide the partial scanned copies of the relevant charter parties which specified the cargo quantities of managed or operated capesize and large dwt bulkers exceed 2 millon in either calendar year from X-X,including

·the first page ;

·the pages specifying the voyage details, including the route,vessel type,tonnage or cargo quantities etc.;

·the signed and stamped pages;

Or the screenshots of the e-mail for clean recap,including:

·the confirmed date of clean recap;

·the applicant’s information;

·the screenshots specifying the voyage details, including the route, vessel type,and tonnage etc..

The scanned copies of charter parties or screenshots of the clean recap provided shall be signed or confirmed in X-X, and the sensitive information such as prices can be hidden.

以上3.2.1、3.2.2项满足其一即为合格。

The applicant which meet either of item 3.2.1 or item 3.2.2 above are deem as qualified.

3.3业绩要求Xnce Requirements

3.3.1提供自有船舶含光租（如有）资产清单（cape及以上，包括船名，IMO No.,建造年份，建造船厂，船级社，载重吨等内容）及证明材料

——拥有3条cape及以上船舶；

需提供证明材料：自有船舶的提供船舶登记证书；光租船舶的提供租赁登记证书或能体现光租租家的证书或文件；或

3.3.1 Please provied the self-owned fleet list of over 3 capesize and larger dwt bulkers(including the bareboat chartered bulkers),including ship name,IMO No.,date and shipyard built ,classification society,DWT etc.and the relevant supporting documents.

Please provide the scanned copies :

· The certificates of registry;

·The certificates of bareboat charter registration,or other documents which indicates bareboat charterer;

or

3.3.2 提供X-X年度的租船记录（cape及以上，包括船名，IMO No.,建造年份，载重量吨或租期等内容）及证明材料

——其中一年所租船舶总载重量在XX吨以上；

需提供证明材料：船舶租赁合同扫描件（包括合同首页、体现航次、船型吨级或货运量的范围页和签字盖章页）或成交邮件截图（至少显示确认时间、投标人信息、船型吨级或货运量等航线信息）；

3.3.2 Please provide the fleet list(X-X) of chartered Capesize and larger dwt bulkers including ship name,IMO No.,date and shipyard built ,classification society,DWT or charter period etc.and the relevant supporting documents.The list of the total DWTs of chartered bulkers which exceed 2 million in either calendar year are deem as qualified.

Please provide the partial scanned copies of the relevant charter parties:

·the first page ;

·the pages specifying the voyage details, including the voyage,vessel type,tonnage or cargo quantities etc.;

·the signed and stamped pages;

Or the screenshots of the e-mail for clean recap:

·the confirmed date of clean recap;

·the applicant’s information;

·the screenshots specifying the voyage details, including the vessel type, tonnage and cargo quantities etc..

All the documents provided shall verify the company has chartered(including voyage charter and time charter) the specified bulkers which signed or confirmed in X-X, and the sensitive information such as prices can be hidden.

3.3.3 提供现有租用船舶清单，（cape及以上，包括船名，IMO No.,建造年份，载重量，租期等内容）及证明材料

——1年期以上合同不少于3份；

需提供证明材料：船舶租赁合同扫描件（包括合同首页、体现航次、船型吨级的范围页和签字盖章页）或成交邮件截图（至少显示确认时间、投标人信息、船型吨级或货运量等航线信息）；

3.3.3 Please provide the existing list of chartered capesize and larger dwt bulkers including ship name,IMO No.,date and shipyard built ,DWT ,charter period etc.and the relevant supporting documents.The list which includes no less than 3 charter parties with each period exceeding one year are deem as qualified.

Please provide the partial scanned copies of the relevant charter parties:

·the first page;

·the pages specifying the voyage details, including the voyage,vessel type,and tonnage etc.;

·the signed and stamped pages;

Or the screenshots of the e-mail for clean recap:

·the confirmed date of clean recap;

·the applicant’s information;

·the screenshots specifying the voyage details, including the vessel type, tonnage and cargo quantities etc..

All the documents provided shall verify the company has been chartering(including the voyage charterand time charter) the specified bulkers until the deadline of the bid, and the sensitive information such as prices can be hidden.

以上3.3.1、3.3.2、3.3.3项满足其一即为合格。

The applicant which meet either of item 3.3.1,item 3.3.2 or item 3.3.3 above are deem as qualified.

3.4本次项目不接受联合体投标。

3.4 This project does not accept bids from consortia.

四、招标文件获取

4.1凡有意参加的投标人，请于X年3月X日至X年3月X日，每天上午XX至XX，下午XX至XX（北京时间，法定节假日除外），使用企业账号登录“河南国X（***载电子招标文件（首次登X须完成注册）。

4.2具体操作：进入“河南国X（***标人登录，X】-【招标采购】（页面跳转）【采购业务】-【采购公告】，查询项目公告信息点击“我要参加”（报名多标段的需要选择相应标段参与）；具体操作详见“河南国XX站—业务指南—参考供应商操作指南”。

4.3投标人在下载招标文件时，须向河南国XX服务费XX，售后不退。在招标文件获取截止时间前支付费用，即可获得下载招X服务费发票由河南国X出具，投标人需要发票的，可通过“X服务费开票申请。

五、投标文件的递交

5.1时间X年4月2日9时XX（北京时间）。

5.2地址：X号X层北区）。

5.3逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

六、发布公告的媒介

本次公告同时在《河南国X》《中国招X》上发布。招标人及招标代理机构对其他任何转载信息及由此产生的后果均不承担任何责任。
