This tender project, namely the Property Management Service Project of Cambodia International Conference Center Urban Complex , has been approved by the project examination, approval and filing authority. The tenderer is JIJUNTANG International Investment Group Co.,Ltd. , and the funds for this tender project are fully in place. The tender conditions have been satisfied. Tianjin International Tendering Co., Ltd. is hereby entrusted by the tenderer to carry out an open competitive negotiation for this project.

2.项目概况与招标范围 Project Overview and Tender Scope

2.1 项目概况：柬埔寨X城市综合体为大型城市综合项目，项目涵盖A、B1、B2、C、E多栋主楼及地下空间，地上建筑与地下室合计总建筑面积X㎡，红内外配套室外场地面积X.X㎡。建筑内部配套X层规划观光层、行政酒廊、星级客房、办公、各类大堂及避难层X完X，配套功能齐全。

Project OverviewX Cambodia International Conference Center Urban Complex is a large-scale comprehensive construction project, consisting of multiple main buildings (Tower A, Tower B1, Tower B2, Tower C, Tower E) and underground spaces. The total construction area of above-ground buildings and basements reaches X,X square meters, and the supporting outdoor area inside the red line is X,X.X square meters. The building interior is arranged with sightseeing floors, executive lounges, star-rated guest rooms, office areas, various lobbies and refuge floors by layers, featuring complete commercial layout and full supporting facilities.

2.3 服务期限：前期策划至竣工后3年期物业服务

Service Term of Tendered Service: Services covering pre-development planning，and property service for a three-year period post-completion.

2.4 招标范围： 本次物业服务招标范围为本项目除D楼外全部地上建筑、地下室X体物业区域，包含A楼、B1楼、B2楼、C楼、E楼及地下配套空间，总建筑面积X㎡，同步包含红线范围以外X.X㎡室外公共场地。投标人须全权负责上述范围内全部公共秩序维护（安保服务）、环境卫生保洁、设施设备基础运维、绿化养护、客户接待、消防管理、综合后勤等全流程物业管理服务工作。

Scope of TenderX scope of the property service tender covers all above-ground buildings and the entire basement property area of this project excluding Tower D, including Tower A, Tower B1, Tower B2, Tower C, Tower E and supporting underground spaces, with a total construction area of X,X ㎡, as well as X,X.X ㎡ of outdoor public areas outside the land red line. The bidder shall take full responsibility for the full-process property management services within the above areas, including public order maintenance (security services), environmental sanitation cleaning, basic operation and maintenance of facilities and equipment, greening maintenance, customer reception, fire safety management, comprehensive logistics support and all other related work.

Maximum Bid Price for the Project:

Consulting Fee: USD 1,X,X.

Property Management Service Fee: USD X,X,X/year, Total amount for three years: USD X,X,X.

Others: This project consists of a single lot.

3.投标人资格 要求 Bidder Qualification Requirements

3.1本次招标要求投标人须具备以下资质：

3.1 Qualifications Required for Tenderers for This Tender

（1）投标人应为合法注册单位（境内投标人具有独立的法人机构），能够独立承担民事责XX注册登记证明材料。

The tenderer shall be a legally registered entity (domestic tenderers shall possess independent legal person status) capable of independently bearing civil liabilities, and shall submit a valid business license or valid company registration certificate issued by the government of its country/region.

（2）投标人具备承揽本项目的能力，须承诺所提供的服务、人员及设备符合相关国家强制性规定。（格式自拟，加盖公章）。

The tenderer shall have the capacity to undertake this Project, and shall undertake that all services, personnel and equipment to be provided comply with relevant national mandatory provisions. (Format to be self-drafted and affixed with official seal).

（3）近三年度财务状况良好；（A和B提供其中一项均可）

A.提供X年至X年审计报告;

B.境外投标人须提供其开户银行在开标日期前三个月内开具的资信证明原件或原件复印件；

境内投标人应当提供在开标日前三个月内由其开立基本账户的银行开具的银行资信证明的原件或原件复印件。（如资信证明中明确注明“复印无效”的则须在投标文件正本中提供资信证明原件，否则将会导致投标被否决）。

Sound financial standing in the most recent three fiscal years; (Either Item A or Item B is acceptable)

A. Audited financial statements covering X to X;

B. Overseas tenderers shall submit the original or a true copy of a bank reference letter issued by their depository bank within three months prior to the tender opening date;

Domestic tenderers shall submit the original or a true copy of a bank reference letter issued by their basic deposit bank within three months prior to the tender opening date. (If the bank reference letter clearly states "Not valid if copied", its original copy must be included in the original bid document; otherwise the bid shall be rejected).

（4）信誉要求：投标人未被责令停业、暂扣或者吊销许可证、暂扣或者吊销执照；未被暂停或取消投标资格，未进入清算程序，或者被宣告破产，或者其他丧失履约能力的情形；

Reputation Requirements: The tenderer shall not be ordered to suspend business, have its permits or licenses suspended or revoked; shall not have its bidding qualification suspended or cancelled; shall not be under liquidation, declared bankrupt, or subject to any other circumstances that render it incapable of performing contractual obligations.

（5）投标人须提供X年7月至今已完成或正在实施的大型综合体物业服务业绩案例，提供合同复印件，包括合同金额、服务内容、双方名称及盖章。

The tenderer shall submit performance cases of large complex property services completed or ongoing from July X to the present, together with copies of relevant contracts covering the contract amount, service scope, names of both contracting parties and official seals.

3.2本次招标 不接受 联合体投标；

Joint bids shall be not accepted for this tender.

4.竞争性谈判文件的获取 Acquisition of Competitive Negotiation Documents

4.1凡有意参加投标者，请于 X 年 X 月 X 日 9 时 X X至 X 年 X 月 X 日 X 时 X X（北京时间，下同），将盖好公章的报名资料扫X以邮箱显示的收到时间为准。

All interested tenderers shall send scanned copies of registration materials affixed with official seals to the email addXeen XX Beijing Time and XX Beijing Time on X July X and 7 August X respectively (all time hereinafter refers to Beijing Time). The submission time shall be subject to the receipt time displayed on the email system.

4.2文件每套售价XX人民币（XX美金），售后不退。

Each set of Tender Documents shall be sold at a price of RMB 1,X（USD X）, and the fee paid shall be non-refundable under any circumstances.

4.3 报名时需提供以下资料：（1）投标人的营业执照原件扫描件；（2）投标人的法定代表人授权委托书原件扫描件；（3）投标人授权代表的联系电话及邮箱信息，加盖公章。

The following documents shall be submitted upon registration:（1）Scanned copy of the original business license of the Bidder; （2） Scanned copy of the original Power of Attorney issued by the Bidder’s legal representative;（3）Contact phone number and email address of the Bidder’s authorized representative, affixed with the official seal.
