X纳米比亚X公司因纳米比亚奥沙卡蒂水处理厂扩建项目建设需要，现对XkVA变压器进行公开询比采购，诚邀符合条件的供应商参与报价。
China Harbour Engineering Company Ltd. Namibia Branch hereby invites qualified suppliers to participate in an Open Request for Quotation (RFQ) for the supply of XkVA transformers required for the Oshakati Water Treatment Plant Expansion Project in Namibia.

1. Purchaser: China Harbour Engineering Company Ltd. Namibia Branch.

二、项目名称：纳米比亚奥沙卡蒂水处理厂扩建项目。
2. Project Name: Oshakati Water Treatment Plant Expansion Project, Namibia.

三、采购方式：公开询比采购。
3. Procurement Method: Open Request for Quotation (RFQ).

四、采购范围：全球采购。
4. Procurement Scope: Global Procurement.

五、采购内容X变压器2台。
5. Scope of Supply: Two (2) units of XkVA transformers.

六、产品应符合SANS X或同等国际标准，并满足项目技术规范要求。
6. The transformers shall comply with SANS X or equivalent international standards and meet the project technical specifications.

七、供应商应提供完X的技术资料、出厂试验报告、产品合格证及相关认证文件。
7. Suppliers shall provide complete technical documentation, factory test reports, certificates of conformity and other relevant certifications.

八、计划交货时间为X年X月X日前。
8. The required delivery date is on or before X October X.

九、中国供应商可按FOB上海港报价，属地供应商可按EXW或Delivered at Site（Oshakati）报价。
9. Chinese suppliers may quote on an FOB Shanghai basis, while local suppliers may quote on an EXW or Delivered at Site (Oshakati) basis.

十、供应商应具有合法注册资格，并具备类似设备供货经验及良好的商业信誉。
X. Suppliers shall be legally registered, have relevant supply experience, and possess a good business reputation.

十一、本次采购采用经评审最低价法进行评审，在满X要求的前提下，最低评审价的供应商将被推荐为成交供应商。
X. The procurement will adopt the Lowest Evaluated Responsive Quotation method, and the supplier with the lowest evaluated responsive quotation will be recommended for award.

十二、付款条件为合同签订后支付X%预付款，发货前支付X%货款。
X. Payment terms are X% advance payment upon contract signing and X% payment before shipment.

十三、请有意向的供应商在规定时间内提交完X的报价文件及相关资料。
X. Interested suppliers are requested to submit complete quotation documents and supporting information before the specified deadline.

十四、报价截止时间、报价文件递交方式及联系人信息以采购文件要求为准。
X. The quotation submission deadline, submission method, and contact details shall be subject to the procurement documents.
