The procurement funds for formwork and timber materials for the Aid Project of Nauru Sports Center have been secured, and the procurement of formwork and timber materials has met the conditions for open inquiry. A public inquiry is now being conducted.
2. Project Overview and Inquiry Content
(1) Project Overview: The project is located in Nauru.
(2) Inquiry Content: Formwork and timber materials – see Material Quotation Sheet for details.
(3) Delivery Location: Designated location at Changshu Port, Jiangsu Province (tentative; subject to change upon project notice).
(4) Delivery Schedule: July X, X. Specific delivery time shall be subject to the written notice of Party A.
(5) Quality and Technical Standards: See Inquiry Material Quotation Sheet, Attachment 2 – List of Goods and Technical Specifications. The bidder shall ensure that the supplied materials comply with current national standards, project usage requirements, and export packaging requirements.
3. Qualification Requirements for Bidders
(1) Business Scope: Bidders must be enterprises duly registered with the industrial and commercial administration and tax authorities, capable of bearing civil liability independently, and possessing independent legal personality.
(2) Production Capacity: Manufacturers or traders with supply capacity and proven track record.
(3) Financial Capacity: Both manufacturers and agents are allowed to participate. Bidders shall have a certain scale, good financial standing, and bank credit.
(4) Quality Assurance Capacity: Bidders with a complete "Three Standards Management System" certification – ISOX, ISOX, and OHSASX – are preferred.
(5) Supply Performance: Bidders with a good supply track record and supporting evidence; preference given to those with experience in similar overseas aid projects.
(6) Credit Standing: No litigation or arbitration arising from contract-related fraud or serious violations within the last three years.
(7) Joint bids are not accepted.
(8) Units with the same responsible person or with holding/management relationships shall not participate in the same inquiry; otherwise, all related bids will be rejected.
(9) Other Requirements: Quality shall meet or exceed national standards; priority given to bidders with fast supply response capability.
4. Bid Quotation
(1) Fixed unit price for this inquiry.
(2) The quotation shall include all costs for packaging that meet domestic transportation, port delivery, and export shipment requirements. Timber and wooden packaging shall be moisture-proof and deformation-proof; if export wooden packaging is involved, fumigation shall be carried out and certification provided as required. Steel plates shall be protected against rust, impact, and deformation.
(3) The inquiry party does not accept any selective quotation, additional conditions, or deviation from the substantive requirements of the inquiry document.
(4) Bidders shall consider market price fluctuations during the supply period and shall not request price adjustments on that basis.
(5) If the total price calculated from the sum of unit prices is inconsistent with the quoted total price, the total price derived from the aggregated unit prices shall prevail.
6. Bid Evaluation Method
Lowest evaluated price method: Under the premise of satisfying material quality standards, supply period, packaging delivery, quotation completeness, similar supply performance, and substantive contract terms, the bidder with the lowest evaluated price shall be recommended as the successful candidate.

2. 项目概况与询价内容
（1）项目概况：项目位于瑙鲁。
（2）询价内容：模板、木方材料，详见物资报价表。
（3）交货地址：X准)。
（4）交期要求X年7月X号，具体交货时间以甲方书面通知为准。
（5）质量及技术标准要求：详见询价物资报价表、附件2货物清单及技术规格要求，报价人应保证所供材料符合国家现行标准、项目使用要求及出口包装要求。
3. 报价人资格要求
（1）营业范围要求：报价人必须经国家工商、税务机关登记注册、能独立承担民事责任、具有独立法人资格的企业。
（2）生产能力要求：具备供应能力和业绩的厂家或贸易商。
（3）财务能力要求：本次询价允许生产厂家及代理商参与报价；报价人具有一定规模和良好的资金财务状况及银行资信。
（4）质量保证能力要求：报价单位拥有完X的“三标管理体系”认证，具有ISOX质量管理体系认证、ISOX环境管理体系认证和OHSASX职业健康安全管理体系认证优先。
（5）供货业绩要求：报价人供货业绩良好并提供证明，具有同类X业绩要求优先。
（6）履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。
（7）不接受联合体报价。
（8）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本次询价，否则，相关报价均被否决。
（9）其他要求：质量符合或优于国家标准，供货响应速度快的优先考虑。
4. 投标报价
（1）本次询价，固定单价。
（2）本次报价应包含满足国内运输、港口交货及出口装运需要的包装费用；木方及木质包装应满足防潮、防变形要求，如涉及出口木质包装，应按规定熏蒸并提供证明；钢板应采取防锈、防磕碰、防变形措施。
（3）询价人不接受报价单位任何选择性报价、附加条件报价或偏离询价文件实质性要求的报价。
（4）报价单位须综合考虑材料供应期间市场价格变动等因素，不得据此提出单价调X要求。
（5）报价单位单价汇总的价格与报价总价不一致时，按综合单价汇总后的价格作为报价总价。
6. 评标方式
经评审的最低价评标法：在满足材料质量标准、供货周期、包装交货、报价完X性、类似供货业绩及合同实质性条款的前提下，推荐经评审报价最低的报价人为成交候选人。
