 “招标代理机构”），“招标人”）委托，就中海壳牌惠州聚碳酸酯项目所需部X货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：

CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project and PC Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project and PC Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

1.  招标条件 Preconditions for Solicitation

项目概X（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州聚碳酸酯项目，以实现其打造世界级、高度一体化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project and PC Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

资金到位或资金来源落实情况：已落实。

数量：钢管预计5.X吨(米数约为X.6米)，长半径弯头预计X件，对焊法兰预计2件，焊唇垫片预计2件。

Quantity: Pipe 5.X Ton（about X.6 meters）, Long Radius Elbow X EA, Welding Flange 2 EA,Welding Lip Gasket 2 EA.

主要技术规格：DNX\SCHXS\管子,NPSX\SCHXS\X-长半径弯头等。

Main Specifications: DNX\SCHXS\PIPE,NPSX\SCHXS\X-Long Radius Elbow and so on.

3. 对投标人的资格和业绩要求

Requirements for Qualifications and the Past Performance of the Bidder:

（1）★资格要求Requirements for Qualifications of the Bidder

A. X，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

境内注册）/If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

B. 如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的正式授权书。投标时提供制造商授权书原件的扫描件。

If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided and be included in the bidding document.

If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

Is any bid by a consortium or a joint venture accepted?   No.

D. 未领购招标文件是否可以参加投标:不可以

Can a bidder participate in the bidding without purchasing the Solicitation Document? No.

（2）资质要求Qualification requirement

,子项目为压力管道管子(A,B)、（产品类别包括焊接钢管）证书。投标时需提供证书原件扫描件（原件备查）并可在全国特种设X（***fo-pub/pub）核实。

1）压力管道管子（A、B）（产品类别包括焊接钢管）；2）压力管道管件（有缝管件（B1、B2））；3）压力管道法兰（钢制锻造法兰））。投标时需提供证书原件扫描件（原件备查）并可在全国特种设X（***fo-pub/pub）核实。

For products manufactured by overseas companies, a valid "Special Equipment Production License (Pressure Pipeline Component Manufacturing)" of the People's Republic of China (covering sub-items such as pressure pipeline pipes (A, B) and including product categories like welded steel pipes) must be obtained. During bidding, the scanned copy of the original certificate (with the original for verification) must be provided, and it can be verified on the National Special Equipment Public Information Query Platform (***fo-pub/pub).

For products manufactured by domestic companies, the bidder shall obtain a valid "Special Equipment Production License of the People's Republic of China" (Pressure Pipeline Component Manufacturing), including the following sub-items: 1) Pressure pipeline pipes (A, B) (covering welded steel pipes); 2) Pressure pipeline fittings (welded fittings (B1, B2)); 3) Pressure pipeline flanges (forged steel flanges). The original scanned copy of the certificate must be provided during bidding (the original shall be kept for verification) and can be verified on the National Special Equipment Public Information Query Platform (***fo-pub/pub).

（3）★业绩要求Requirement for Bidder's Past Performance:

X年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有1个NX（Alloy X）直缝焊管合同业绩，且该合同中应包含NX（Alloy X）直缝焊管尺寸为DNX或以上，且该合同全部NX（Alloy X）直缝焊管供货长度不小于Xm。

From January 1st, X to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products bid by the bidder should have one contract performance of NX (Alloy X) straight seam welded pipe, and this contract should include NX (Alloy X) straight seam welded pipe with a diameter of  DNX or above. Moreover, the supply length of all NX (Alloy X) straight seam welded pipes under this contract is less than X meters.

The performance of the products submitted by different manufacturers within the same group (i.e.,wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、货物材质、供货长度、货物尺寸。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include: copies of sales contract. The reference evidence documents furnished by Bidder shall at least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of goods, material of goods, supply length of contract, size of goods.

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单均算为1个有效业绩。

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。

Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Bidders are requested to log in to the "招标公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (***le="font-family: 'Times New Roman'; line-height: X%; letter-spacing: 0; font-size: Xpx">bid.cnooc.com.cn) to purchase the Solicitation Documents from May X, X to June 4, X.

首次登录必须先进行注册（免费），注册方式选择“自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.

投标人须在线填写“购买招标文件登记表”，并在线支付标书款。支付成功后，投标人可自行下载招标文件。招标文件每套售价为人民币XX或X美X，售后不退。文件发售费用用于印刷和邮寄招标文件/资格预审文件。有邮寄需求的请在支付时备注收件人相关信息。

The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at X Renminbi yuan or X US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
