优秀供应商X共同开展工作。现将相关信息公开如下：

1．需求概况

锦州X-3油田I期开发 锦州X-1南油田1-8井区调X项目8井槽丛式管汇水下节流阀、单向X目前需求为各一套，现计划公开招标。

招标策略：公开招标。

定标策略：经评审的最低价法

技术要求：详见后附《采办料单技术评审项》、《通用技术规格书》

合同模式：总价合同。

1.1资质和质量体系证书

Qualification and Quality System Certificates:投标方应在标书中提供所投的阀门制造商有效的API XD、API 6A和ISO X证书。

The bidder shall provide valid API XD, API 6A, and ISO X certificates from the valve manufacturer in the bid document.

1.2中华人民共和国特种设备生产许可证和特种设备型式试验证书

"Manufacture License of Special Equipment People's Republic of China"and Special Equipment Type Test Certificate:要求1: 投标人承诺在供货时取得有效的《中华人民共和国特种设备生产许可证》。

Requirements 1: The bidder promises to obtain valid "Manufacture License of Special Equipment People's Republic of China" at the time of supply.

要求 2: 投标人承诺在供货时取得能够覆盖本次招标范围的有效的[节流阀4 1/X "(DN X)，设计压力Xpsi(X.5MPa）, 温度等级

P(-X°C~X°C)]特种设备型式试验证书。并可在全国特种设X（***fo-pub/pub）核实。”

Requirements 2: The bidder promises to obtain effective Special Equipment Type Test Certificate that can cover the scope of  this bidding [Choke valve 4 1/X" (DN X), design pressure Xpsi (X.5MPa), temperature level P(X°C~X°C)]  at the time of delivery. It shall be verified on the national special equipment publicity information query platform (***fo-pub/pub).  ”

1.3第三方及检验证书

Third Party and Inspection Certificates:投标方负责邀请第三方船级(DNV or ABS or BV )审核、监督检查阀门的制造和见证阀门的测试，并在交货时提供第三方检验报告和符合性证书。

The bidder is responsible for inviting a third-party classification (DNV or ABS or BV ) to review, supervise and inspect the manufacturing of valves, witness the testing of valves, and provide third-party inspection reports and  Certificate of Conformity at the time of delivery.

1.4设计认证证明文件

design validation proof documents:阀门应采用成熟且经过现场验证的设计。投标人应在标书中提供第三方出具的证明文件，包含按照API 6A、API XD和API 6DSS标准进行的PR2试验、循环试验和高压舱试验的认证结论。认证阀门需要覆盖为该项目投标的阀门，覆盖原则依据相关标准。

The valves should be qualified and field proven designs. The bidder shall provide proof documents issued by a Third Party  in the bidding documents: include PR2 test, endurance test, and hyperbaric test result conducted in accordance with API 6A, API XD and API 6DSS standards. The certificated valves needs to cover the valves tendered for this project , with scaling principles applied based on relevant standard.

Hydralic actuator rod Design standard:液压缸杆密封应采用双层PTFE/PEEK或其它非弹性体材料的唇形密封件，并配备弹簧预紧装置。

Hydulic cylinder rod seal shall have double PTFE/PEEK or other non elastomeric lip seal with spring preload.

Painting System:涂层体系需得到NORSOK MX NO.7C认证

The painting system needs to obtain NORSOK MX NO.7C certification.

1.X斜坡

Slope:阀芯通孔和法兰内径之间的任何直径不匹配都应通过1 / 4（X度）锥度进行过渡。

Any diameter mismatch between the valve through bore and the inside diameter of the Flange shall be transitioned by means of a 1 in 4 (X degree) taper.
