供应X使用者：　　华XX设立，致力于为用户提供包括但不限于X等信息化服务。您可以通过https:XX。　　如果X，请在进行访问、X和使用前，务必仔细阅读本协议。如您对协议有X取得联系。如您未提出疑问，我们将视为您已充X理解并接受本协议的全部内容。一、【协议总则】　　1.本协议由用户与华XX的X共同缔结，本协议具有合同效力。　　2.用户X成功后，该用户账号和密码由用户负责保管；用户应当对以其用户账号进行的所有活动及其后果承担负法律责任,由此所产X无关。　　3.除另行明X为XXX，供XXX中与供应商完成相关采购及招投标业务，具体交易双方应承担各自在交易中的责任和义务。如果用户不同意本协议的约定，用户应立即停止X程序或停止使用华XX服务。用户在完全同意本协议及本站规定的情况下，方有权使用本站的相关服务。二、【条款承认】1.本协议解释的条款及条件以下简称"X的服务给用户，条款适用本协XX或者今后可以登载的各种规则、制度及包括巩固的。所有规章制度及公告都是本协议不可X割的一部X，具有与本协议正文同等的法律效力。用X提供的各种服务的同时，接受并遵守有关规章制度及公告的规定。2.用户对新修改的内容有异议的，在履行未完成的责任和义务后，X提供的服X。一旦X提供的服务，就意味着用户已经接受了修改的X之间发生争议时，争议的解决以本协议的最新版本为准。3.在用户保证、同意X账户时，其提供的企业、组织或个人具有法律规定的完全民事权利能力和民事行为能力，可以独立承担民事责任。不具备上述条件的，应当立即终止XX提供的服务。否则，相关法律后果自负。4X上X账号，按照守X功X进行的商业行为。不存在任何与不正当竞争、腐败、商业贿赂等相关的违反事项，也未有意隐瞒行政处罚、刑事责任或司法纪律检查部门的调查情况。5XX给用户的X等任何方式进行，这些通知被视为在X之日传达到用户。　　三、【服务声明】1.本协议X有效，服务XX方有权随时调X服务内容，并对任何用户或第三者不负任何责任。2X只提供电子招标等信息化相关服务。此外，与相关服务相关的设备如电脑X相关设备等和X而X费等都由用户自己负担。3X站上提供的信息及服务有效性、准确性、正确性、可靠性、质量、稳定、完X和及时性等均不作承诺和保证。4.用户理解并接受任何信息资料的传输取决于信息化服务用X受损或资料丢失的所有风险和责任。5X创建单位、运营单位及其关联单位对X等信息化服务用户之间的商业进程不作任何明示或暗示的承诺与保证。6.本协议约定之授权为不可撤销之授权。四、【用户的权利义务】1.用户有权使用自己的用户名和X。X提供的各种信息服务。2.用户X时要认真填写合法，真实，正确，有效的信息资料，对所有信息资料的真实性负责。如果用户资料有任何变动，及时更新并提出审核。否则，产生的所有责任和损失都由用户自己承担。3.用户X成功后，账号和密码由用户负责保管，不外传或借用其他单位使用。多人使用该账号时，用户将加强对用户的协助和管理。4.账户用户或管理者离职时，必须事先更改密码，以便离职者不能继续使用该账号或随意更改密码。5.如果用户发现账户被他人非法使用，X。黑客行为或者用户保管不当导致账号和密码被他人XX不承担任何责任。6.X上X的文件（如标书，营业执照，法人信息等）和实施的相关行为（如报价，招投标，信息修改等）均视为用户行为，等同于用户所代表的企业、组织或个人意志，与签字盖章具有同等法律效益，并由用户承担相关责任和义务。7.用户不得使用同一IP地址X两个及以上用户账号，一经查实，将对相关用户暂时取消报价资格，待后续处理结束后，视情况决定用户是否可继续使用其帐户并进行报价。8.用户在使用本服务的过程中，必须遵守以下原则：（1）遵守中华人民共和国有关法律、法规；（2XX络协议，规定和程序；（3）不得为任XX；（4）不得以任XX的商业利益，包括并不限X许可的商业广告；（5XX进X正常运转造成不利影响的行为；（6X提供的服务X、展示或传播任何虚假的、骚扰性的、中伤他人的、辱骂性的、恐吓性的、庸俗淫秽的或其他任何非法的信息资料；（7）不得侵犯其他任何第三方的专利权、著作权、商标权、名誉权、隐私、声誉或其他任何合法权益；（8XX进行X服务的行为；（9）用户应对自己发布的信息负全部责任；（X）不得从事其他违反国家法律法规禁止性规定或本协议约定的行为。五、【不可抗力及其他免责事由】1.因不可抗力（包括但不限于自然灾害如洪水、地震、瘟疫流行和风暴等以X行X能够控制的异常情况而导致部X或全部活动不X将努力在第一时间及时进行修复，因不可抗力原因给用户造X不承担任何责任。2.在法律允许X对以下情形导致的服务中断或受阻不承担责任，但将尽力减少因此而给您造成的损失和影响：（1）受到计算机病毒、木马或其他恶意程序、黑客攻击的破坏；（2X硬件、X出现故障及因政府管制造成的暂时性关X络正常运营的因素；（3X维护升级的，在此期间发生的服务暂停现象。3.X，以及与之相关的任何内容、服务X站的站点、内容均不作直接、间接、法定、约定的保证，不论是明示的或默示的。4.无论在任何原因下（包括但不限于疏忽原因），对XX链接的XX站信息所导致的损失或损害（包括直接、间接、特别或后果性的损失或损害，例如收入或X之损坏或数据丢失等后果），责任均由用户自行承担（包括但不限于疏忽责任）。5X可以删除站内各类不符合法律政策或不真实的信息内容而无须通知用户。6.若用户未遵守本协议第X有权中断或终止向用户提供服务，有权做出独立判断并采取暂停或关闭账号等措施，且无须通知或取得用户同意，并无需对用户或任何第三方承担任何责任。六、【隐私声明】1.尊重X的一项X承诺不X站上的非公开内容，不将用户数据做任何与本协议约定服务无关的用途。除非有法律许可、要求或在以下三种情X认为透露这些内容是必要的：（1X合法服务程序；（2）法律法规规定必要时必须为第三方提供的；（3）在紧急情况X和全体用户利益和公众安全。2.用户X资料：（1）“用户资料”包括用户在X、X、投标、建项、编制招标文件、答疑、澄清、开标、评标、定标、异议、投诉XX传送的任何资料，包括数据、文本、照片、图画、影像、词句或其他材料。用户应对“用户资料”负全部X认为“用户资料”违背中华人民共和国法律、法规等规范性文件；社会公共利益X德；本协议及相关规X承担任何X义上X可自行全权决定对X认为必要或适当的任何行动，包括但不限于删除该类资料。用户特此保X的“用户资料”拥有全部合法权利。（2）用户不得对本服务任何部X或本服务之使用或获得的信息，进行复制、拷贝、出售、转售或用于任何其它商业目的。（3X跟踪IP地址仅仅只是为了公平公正和安全的必要。如果没有发现任何问题，将及时删除收集到的IP地址。3.XXX站或资源上提供的任何内容、宣传XXX站的隐私保护措施不负任何责任。七、【其他】1.本协议的订立、执行和解释及争议的解决均应适用在中华人民共和国大XX适用之有效法律（但不包括其冲突法规则）；如法律无相关规定的，参照商业惯例及或行业惯例。如发生本协议与适用之法律相抵触时，则这些条款将完全按法律规定重新解释，而其他有效条款继续有效。2.如果本协议中任何一条被视为废止、无效或因任何理由不可执行，该条应视为可X的且并不影响任何其余条款的有效性和可执行性。除另行明确声明外，任何使服务范围扩大或功能增强的新内容均受本协议约束。3X就本协议内容或其执行发生任何争议，双方应尽力友好协商解决；协商不成时，任何一XX所在地法院提起仲裁或诉讼。4X尊重用户的合法权利X上发布的各类规则、声明等其他内容，均是为了更好地、更加便利地为用户提供服务。5.本协议的修改XX。6.用户勾选本协议的“我已阅读并同意《华XX用户服务协议》”后即视为完全接受本协议内容，在X之前请再次确认已知悉并充X理解本协议的全部内容，如果用户对本协议的任何条款有异议，可选择X的用户。SupplierServiceAgreementDearPlatformUser:TheHuaxinCementSupplierManagementSystemOnlineBiddingPlatformhereinafterreferredtoastheBiddingPlatformisestablishedbyHuaxinCementCo.,Ltd.,committedtoprovidinguserswithinformationservicesincludingbutnotlimitedtoonlinebidding.Youcanaccesstheplatformathttps:X.com#.IfyouintendtousetheBiddingPlatform,pleasecarefullyreadthisagreementbeforeaccessing,registering,andusingit.Ifyouhaveanyquestionsabouttheagreement,feelfreetocontacttheplatform.Ifyoudonotraiseanyquestions,wewillconsiderthatyouhavefullyunderstoodandacceptedallthecontentsofthisagreement.I.[GeneralProvisionsoftheAgreement]1.ThisagreementisconcludedbetweentheuserandHuaxinCementSupplierManagementSystemOnlineBiddingPlatform,createdbyHuaxinCementCo.,Ltd.,andhascontractualeffect.2.Aftersuccessfulregistration,theuserisresponsibleforthecustodyoftheiraccountandpassword;theusershallbearlegalresponsibilityforallactivitiesandconsequencesconductedundertheiraccount,andanydisputesarisingtherefromshallhavenothingtodowiththeplatform.3.Unlessotherwiseexplicitlystated,theBiddingPlatformistheunifiedbiddingplatformofHuaxinCementCo.,Ltd.,forHuaxinCementCo.,Ltd.anditsaffiliatedunitstocompleterelatedprocurementandbiddingbusinesswithsuppliersontheplatform.Thespecifictransactionpartiesshallbeartheirrespectiveresponsibilitiesandobligationsinthetransaction.Iftheuserdoesnotagreetothetermsofthisagreement,theusershouldimmediatelystoptheregistrationprocessorstopusingtheHuaxinCementSupplierManagementSystemOnlineBiddingPlatformservices.Onlywhentheuserfullyagreestothisagreementandthesite'sregulationscantheyhavetherighttousetherelatedservicesofthissite.II.[AcknowledgmentofTerms]1.Thetermsandconditionsinterpretedinthisagreementhereinafterreferredtoas"Terms"areusedtoprovideservicestousersofthebiddingplatform.Thetermsapplytothemaintextofthisagreementandallrules,systems,andannouncementsthatcanbeuploadedorwillbeuploadedtothebiddingplatforminthefuture.Allrules,systems,andannouncementsareaninseparablepartofthisagreementandhavethesamelegaleffectasthemaintextofthisagreement.Theuserpromisestoacceptandcomplywiththeprovisionsoftherelevantrules,systems,andannouncementswhileusingvariousservicesprovidedbythebiddingplatform.2.Iftheuserhasobjectionstothenewlymodifiedcontent,theycanstopusingtheservicesprovidedbythebiddingplatformafterfulfillingtheuncompletedresponsibilitiesandobligations,andapplytoexitthebiddingplatform.Oncetheusercontinuestousetheservicesprovidedbythebiddingplatform,itmeansthattheuserhasacceptedthemodifiedcontent.Incaseofdisputesbetweentheuserandthebiddingplatform,theresolutionofdisputesshallbebasedonthelatestversionofthisagreement.3.Theuserguaranteesandagreesthattheenterprise,organization,orindividualregisteredatthetimeofregistrationhasthefullcivilcapacityandcivilcapacityforactionstipulatedbylawandcanindependentlybearcivilresponsibility.Ifnot,theyshouldimmediatelyterminateregistrationorstopusingtheservicesprovidedbythebiddingplatform.Otherwise,theusershallbearthelegalconsequences.4.Theuservoluntarilyregistersanaccountontheplatform,usestheplatformfunctionsinaccordancewiththelawandingoodfaith,anddeclaresandguaranteesthattherearenoviolationsrelatedtounfaircompetition,corruption,commercialbribery,etc.,inthecommercialactivitiesconductedontheplatform,andthattheyhavenotintentionallyconcealedtheinvestigationsituationsofadministrativepenalties,criminalresponsibilities,orjudicialdisciplineinspectiondepartments.5.Anynoticesentbythebiddingplatformtotheusercanbecarriedoutthroughanymeansrelatedtotheplatform,suchaswebpages,email,SMS,orregularmail,andthesenoticesaredeemedtohavereachedtheuseronthedayofsending.III.[ServiceStatement]1.Theservicesdescribedinthisagreementareonlyvalidonthebiddingplatform,andthespecificcontentoftheserviceswillbeprovidedaccordingtotheactualsituationoftheplatform.Theplatformhastherighttoadjusttheservicecontentatanytimeandisnotresponsibletoanyuserorthirdparty.2.TheBiddingPlatformonlyprovideselectronicbiddingandotherrelatedinformationservices.Inaddition,theequipmentrelatedtotherelatedservicessuchascomputers,modems,andinternet-relatedequipment,etc.andtherequiredexpensessuchastelephonechargesandinternetfeesforaccessingtheinternet,etc.arebornebytheuserthemselves.3.TheBiddingPlatformdoesnotmakeanycommitmentorguaranteeregardingthevalidity,accuracy,correctness,reliability,quality,stability,completeness,andtimelinessoftheinformationandservicesprovidedonitswebsite.4.Usersunderstandandacceptthatthetransmissionofanyinformationdependsontheinformationserviceuseritselfandbearsallrisksandresponsibilitiesforsystemdamageordataloss.5.TheBiddingPlatform'screator,operator,anditsaffiliatedunitsdonotmakeanyexplicitorimpliedcommitmentsorguaranteesforthecommercialprocessbetweenusersofelectronicbiddingandotherinformationservices.6.Theauthorizationagreeduponinthisagreementisirrevocable.IV.[RightsandObligationsofUsers]1.UsershavetherighttoaccesstheBiddingPlatformatanytimeusingtheirownusernameandpassword.TheyhavetherighttochoosefromthevariousinformationservicesprovidedbytheBiddingPlatform.2.Whenregistering,usersmustcarefullyfillinlegal,true,correct,andvalidinformationandareresponsibleforthetruthfulnessofallinformation.Ifthereareanychangesintheuser'sinformation,theyshouldupdateandrequestreviewinatimelymanner.Otherwise,allresponsibilitiesandlossesarisingshallbebornebytheuserthemselves.3.Aftersuccessfulregistration,theaccountandpasswordaretheresponsibilityoftheusertokeep,nottobesharedorlenttootherunitsforuse.Whenmultiplepeopleusethesameaccount,theaccountuserhastostrengthenassistanceandmanagementfortheaccount.4.Whenanaccountuseroradministratorleavesthejob,theymustchangethepasswordinadvancetopreventtheleaverfromcontinuingtousetheaccountorarbitrarilychangingthepassword.5.Iftheuserdiscoversthattheiraccounthasbeenillegallyus
