CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project and PC Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project and PC Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project and PC Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

标段划XBidding section division：

本项目X为2个标段，2个标段独立进行评审，兼投不兼中，每一个投标人只允许中标一个标段；当标段一与标段二的第一中标候选人相同时，经评审的投标总价组合最低价（不含增值税）的投标人为中标人。即在“标段一的第一中标候选人+标段二的第二中标候选人的经评审的投标总价”与“标段二的第一中标候选人+标段一的第二中标候选人的经评审的投标总价”中，选择价格较低的组合X别进行授标。

This project is divided into two sections. Each section will be evaluated independently. Bidders can bid for two sections but cannot win both. Each bidder is only allowed to win one section. When the first candidate for winning the bid in Section One is the same as that in Section Two, the bidder with the lowest evaluated total bid price combination (excluding value-added tax) shall be the winning bidder. That is, among the "evaluated total bid price of the first winning candidate of Section One + the second winning candidate of Section Two" and "evaluated total bid price of the first winning candidate of Section Two + the second winning candidate of Section One", the combination with the lower price will be awarded separately.

3. 对投标人的资格和业绩要求

Requirements for Qualifications and the Past Performance of the Bidder:

（1）★资格要求Requirements for Qualifications of the Bidder

A. X，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

境内注册）/If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

（2）★业绩要求Requirement for Bidder's Past Performance:

X年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少2个合同的乙烯项目的仪表Tube管和卡套管阀件的供货业绩，且单个合同均同时满足以下两项要求。

（1）仪表卡套管阀件（包括卡套接头、卡套阀门）供货金额不少于人民币XX（或等值外币）；

（2）仪表Tube管供货金额不少于人民币XX（或等值外币）。

From January 1st, X to the deadline for submission of the bid (subject to the signing time of the contract), the bidder shall have two supply performance of tubes and valves and pipe for the Ethylene Project,and each contract need to meet the following two requirements simultaneously:

(1)The price of valves and pipe fittings needs to be equal to or greater than CNY 8,X,X.X(Or equivalent foreign currency).

(2)The price of tubes needs to be equal to or greater than CNY 2,X,X.X(Or equivalent foreign currency).

乙烯项目包括乙烯裂解装置、丁二烯抽提装置、裂解汽油加氢装置、芳烃抽提装置、甲基叔丁基醚(MTBE)装置、苯乙烯-环氧丙烷(SMPO)装置、乙苯(EB)装置、环氧乙烷-乙二醇(EOEG)装置、聚醚多X醇(DMC-POD)装置、聚合物多X醇(POP-POD)装置、聚丙烯(PP)装置、茂金属线性低密度聚乙烯(mLLDPE)装置、聚α-烯烃(PAO)装置、线性α-烯烃(LAO)装置、异构化及歧化(ID)装置、氢甲酰化(SHF)装置。业绩证明文件需体现乙烯项目或上述所列装置均可。

The Ethylene Project contains: Ethylene cracking unit, butadiene extraction unit, cracked gasoline hydrogenation unit, aromatic hydrocarbon extraction unit, methyl tert-butyl ether (MTBE) unit, styrene-propylene oxide (SMPO) unit, ethylbenzene (EB) unit, ethylene oxide-ethylene glycol (EOEG) unit, polyether polyol (DMC-POD) unit,polymer polyol (POP-POD) 、polypropylene (PP) unit, metallocene linear low-density polyethylene (mLLDPE) unit, polyalphaolefin (PAO) unit, linear alphaolefin (LAO) unit, isomerization and disproportionation (ID) unit, and hydroformylation (SHF) unit.The reference evidence documents furnished by Bidder shall at least reflect The Ethylene Project or the unit listed above.

The performance of the products submitted by different manufacturers within the same group (i.e.,wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）到货验收材料（结算发票或到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、装置名称、供货金额、到货验收材料(如提供的到货验收材料为结算发票，发票金额需大于或等于XX人民（或等值外币）)。

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include: copies of sales contract and  delivery acceptance materials (such as invoices, delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract). The reference evidence documents furnished by Bidder shall at least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of goods, contract value, name of plant, delivery acceptance materials（The invoice value must be greater than or equal to X million RMB (or equivalent foreign currency)  if the provided goods acceptance materials are invoices）.

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。

Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

等值外币计算均以开标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行换算。

The calculation of equivalent foreign currency is all based on the first spot exchange selling rate of foreign currencies against RMB Yuan published  by the Head Office of Bank of China on the date of bid opening.

首次登录必须先进行注册（免费），注册方式选择“自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.

投标人须在线填写“购买招标文件登记表”，并在线支付标书款。支付成功后，投标人可自行下载招标文件。招标文件每套售价为人民币XX或X美X，售后不退。文件发售费用用于印刷和邮寄招标文件/资格预审文件。有邮寄需求的请在支付时备注收件人相关信息。

The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at X Renminbi yuan or X US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
