4. Hold Grade Three or higher General Construction Qualification for Municipal Public Utilities Projects issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;
5. The proposed project manager shall hold Class II or higher Registered Constructor Qualification in Municipal Public Utilities Engineering, possess a valid Work Safety Assessment Qualification Certificate (Class B), and shall not serve as the project manager of any other ongoing construction project.
