1. 已从亚洲开发银行获得了一笔贷款，用于支付亚洲开发银行贷款X服务体系建设项目的费用，并计划将其中的一部X贷款用于支付子项目6  张掖市甘州区3X头肉牛智慧生态牧场建设项目（二期）X（HL-CW-X）合同项下的合格支出。

3. 本次招标为国内公告公开招标，凡符合招标文件规定的合格成员国的投标人均可投标。

6.投标人的资格要求包括：

1）投标人须同时具备住建部门颁X施工总承包X级及以上X专业承包X级及以上资质；

2）根据过去3年里（XX年、XX年和XXXX经核实的已收到的付款额计算的最低年均施工营业额为人民币XX；

3）投标人必须证明其最近的营运资金（流动资产-流动负债）加上任何信贷或者其它融资渠道，（不包括合同预付款），扣除其现有合同承诺的现金流必须能够满足人民币XX；

4）投标截止时间前，至少有5年及以上的作为承包商、联合体成员或X包商的经营的经验；

5）在过去5年里，作为承包商、联合体成员或X包商，至少参与了2个合同的实施，并且每个合同金额不少于人民币XX。这些合同应该已经成功完成，且与本合同的内容相似。X规模、复杂程度、施工方法或技术以及第六章“业主要求”所要求的其它特征。

1. The People’s Republic of China has received the loan from the Asian Development Bank toward the cost of Gansu Internet-plus Agriculture Development Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Sub-project 6Xtion Project of X,X Head Smart Ecological Cattle Farm in Ganzhou District, Zhangye （Phase II）Smart Cattle Farm Project.

2. Delegated by the Employer named Zhangye City Ganzhou District Modern Agricultural Development Investment Co., Ltd, COC International construction consulting group Co,. Ltd now invites sealed bids from all eligible and qualified bidders for  Smart Cattle Farm Project：This project is located in Anyang Beach, Anyang Township, Ganzhou District, Zhangye City, Gansu Province. This contract package includes: 1) fattening cattle pen; 2) cow pen; 3) isolation cattle pen; 4) transit silo; 5) TMR feed processing workshop; 6) concentrate transit warehouse; 7) hay shed; 8) machinery storage; 9) manure and sewage workshop; X) catchment pond; X) sewage pond; X) janitorial weighbridge; X) disposal room and veterinary room; X) disposal area; X) pump house in production area; X) Xm³ of living pool in the production area; X) silage platform; X) pump house in the living area; X) fire-fighting pool; X) cattle turnout access rail; X) cattle loading and unloading platform; X) crushing room; X) mixing room, feeding shed, roughage barn, disinfectant pool, and so on.

3. Bidding will be conducted through the Open Competitive Bidding procedures, advertised nationally.  The bidding is open to all bidders from Eligible Sources Countries as defined in the Bidding Documents.

5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

Qualifications requirements include:  1)Bidders must possess both Level 2 or above qualifications for general contracting of construction projects and Level 2 or above qualifications for specialized contracting of steel structure engineering issued by the housing and construction department; 2) For the last THREE [3] years (XX, XX and XX), minimum average annual turnover of CNY X,X,X.X; 3) The Bidder shall demonstrate that its most recent working capital (current assets – current liabilities), plus any valid lines of credit, and other additional financial means, other than any contractual advance payments, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the subject contract of CNYX,X,X.X. 4)Experience under contracts in the role of contractor or joint venture partner or subcontractor for at least the last FIVE [5] years prior to the applications submission deadline. 5)Participation as contractor, joint venture partner, or subcontractor, in at least TWO (2) contracts within the last FIVE (5) years, each with a value of at least CNY X,X,X.X, that have been successfully completed and that are similar to the proposed Works.
