    1.     The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Hebei Elderly Care Development Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Xinji Elderly Care Service Center Subproject – Supply and Installation for Medical equipment, Rehabilitation equipment and Vehicle (Contract No.: XJ-EX) (hereinafter referred to as “the Goods and related services”).

    2.     The Instrimpex International Tendering Co., Ltd. (the “Procurement Agent”), authorized by Xinji Juyouleyuan Elderly Care Service Corporation (the “Purchaser”) to act for and on its behalf, now invites sealed bids from all eligible Bidders for the Goods and related services. The main equipment are:

    a.     The supply and installation of medical equipment and rehabilitation equipment (the list of goods and services see Section VI of the Bidding Document) for Xinji Elderly Care Comprehensive Service Center and five (5) Day Care Centers, and;

    b.     Related services such as equipment debugging, trial operation, and training to ensure that all systems and devices can be used normally.

    The delivery period is within ninety (X) days from contract signature. Detailed technical specifications are provided in Section VI of the Bidding Documents.

    3.     International Competitive Bidding (ICB)(international advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

    4.     Only eligible Bidders with the following key qualifications should participate in this bidding:

    a.     Contractual Experience:

    Successful completion as supplier within the last three (3) years prior to bid submission deadline, of at least two (2) contracts each valued at CNY X million or equivalent amount in foreign currency. The contents of two contracts could be included as a whole (it can be satisfied by the superposition of two contracts): Medical equipment, Rehabilitation equipment, Vehicles;

    b.     Historical Financial Performance: As a minimum, the Bidder’s net worth for the last three (3) years (X-X) calculated as the difference between total assets and total liabilities should be positive.

    c.     Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY X million or equivalent amount in foreign currency calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (X-X).

    d.     Cash flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 6.5 million or equivalent amount in foreign currency.

    1.中华人民共和国已从亚洲开发银行(ADB)申请到一笔贷款,用于支付亚洲开发银行贷款河北省养老服务体系建设项目的费用,并计划将一部X贷款用于辛集市X(父母乐园)项目-医疗、康复设备和车辆供货及安装(合同编号X-EX)国际竞争性招标采购下的合格支付。

    2.i) 辛集养老X和5个X提供医疗设备和康复设备的采购及安装服务(具体货物和相关服务清单详见招标文件第六章);

    ii)相关设备调试、试运营、培训等相关伴随服务,保证能满足各系统或设备正常使用。

    本合同交货期X合同签订后的X天内。具体技术规格见招标文件第六章。

    3.本次招标将采用亚行单阶段、单信封的国际竞争型招标方式程序(国际公告)进行,所有合格的亚行成员国的投标人均可参加投标。

    4.合格的投标人应满足以下资格要求以参与本次招标:

    i)       合同经验:投标人作为主要供货方在最近3年(投标截止时间前)里,至少成功完成2个且每个合同金额不少于XX人民币(或等值的其他货币)的合同,这2个合同内容可以X体包含(可通过2个合同叠加的形式来满足):医疗设备、康复设备、车辆。

    ii)     历史财务状况:提交过去3年(X-X年)经审计的财务报表,以反映投标人现在财务状况的稳定性及其长期的盈利性。作为最低要求,投标人最近3年的净资产(按总资产与总负债之差计算)均应为正值。

    iii)    经营规模(年均营业额):投标人最近三年(X-X年)的最低年均营业额:不少于人民币XX(或等值的其他货币)。

    iv)     现金流能力:投标人具有可利用的资金来源,例如流动资产、银行信贷以及其他财务收入,以满足现金流不少于人民币XX(或等值的其他货币)的要求。
